Reward Payout Authorized In Beating Of Rowland Unified School District Police Officer

The Los Angeles County Board of Supervisors today approved payout of two $5,000 rewards for information that led to the conviction of four juveniles responsible for the beating of a Rowland Unified School District Police Officer at Jellick Elementary School in Rowland Heights.

On August 15, 2006, the 62-year-old officer was investigating a burglary at Jellick Elementary when he was beaten with an aluminum baseball bat, receiving injuries to his head and eye. On August 22, 2006, Supervisors Gloria Molina and Don Knabe called for a $10,000 reward for information in the case. The next day, two tipsters contacted the Los Angeles County Sheriff’s Department Walnut Station, where they viewed video evidence. The tipsters were able to identify two subjects, who were students at Alvarado Intermediate School at the time. Because two separate tipsters aided in the investigation, the County has authorized payout of the $10,000 reward in the form of two separate amounts of $5,000 each. The two individuals who will receive the reward will remain anonymous.

Armed with information provided by the tipsters, investigators were able to ultimately arrest four juveniles responsible for the assault on the officer. Three of the juveniles were convicted of burglary and vandalism and sentenced to probation. The fourth juvenile was sentenced to eight years in custody.

2008

 

Improving Harbor Boulevard
The County has completed the construction of a roadway improvement project on Harbor Boulevard in the City of La Habra Heights. The $904,880 project focused on resurfacing and reconstructing the roadway, the reconstruction of the curbs, gutters, sidewalks and curb ramps, the modification of traffic signals, and the installation of new striping and pavement markings.
 

New Fitness Center at Carolyn Rosas Park
Supervisor Knabe was on hand to dedicate the new Carolyn Rosas Fitness Center. The $2.3 million, 2,500 square foot addition will provide much needed space to support the park’s current programs. In addition, the new Fitness Center will allow the Department of Parks and Recreation to offer new programs at the park including: martial arts, wrestling, hula dancing, diet and exercise classes, yoga, badminton and Tai Chi. The new facility also includes additional office space and a new kitchen and snack area for the park.
 

New Marquee Sign for Rowland Heights
New "Community Message Boards", electronic marquee signs have been constructed in the unincorporated communities of Hacienda Heights and Rowland Heights. The new message boards will help enhance the dissemination of important County information to passing motorists in these communities. The Rowland Heights sign can be found on Colima Road just west of Nogales Street.

2007

 

Honoring Military Veterans
To honor the dedicated service of Hacienda Heights and Rowland Heights residents who are proudly serving in the United States Armed Forces, Supervisor Knabe and the San Gabriel Valley Regional Chamber of Commerce began displaying recognition banners along major streets in those communities. The “Heights Military Recognition Banner Program” seeks to honor active military personnel by having a banner in their name prominently displayed on utility and light poles in Hacienda Heights and Rowland Heights.


Increasing Motorist Safety with Radar Trailers

The County of Los Angeles purchased 10 new radar speed trailers for use by the California Highway Patrol (CHP) exclusively in the County’s unincorporated areas, including the Rowland Heights community.

New Graffiti Cleanup Services
Graffiti cleanup services will soon be offered in the communities of Rowland Heights and Hacienda Heights seven days a week after approval by Supervisor Knabe. Previously graffiti cleanup only occurred on weekdays. Crews are able to respond to individual service calls made to the County graffiti hotline as well as focus on cleanup near schools, parks and major intersections.

Improving Rowland Heights Park
Over $1.8 million in renovations and improvements are completed at Rowland Heights County Park. The extensive construction work included reproofing of the existing community building, resurfacing and repainting of the parking lot, replacement of drinking fountains and barbeque grills, additional security lighting and new sidewalks to comply with the Americans with Disabilities Act.

Improving Traffic Safety in Rowland Heights
Traffic regulation orders were approved that are designed to improve traffic safety in areas of Rowland Heights. The approval establishes one-way stop controls for northbound traffic on Abeto Avenue at Fidalgo Street and eastbound traffic on Fidalgo Street and Gallio Avenue.

Enforcing Nuisance Abatement in Rowland Heights
The County of Los Angeles filed a lawsuit in Superior Court seeking an injunction to enforce nuisance abatement on a homeowner in the unincorporated community of Rowland Heights. The County’s lawsuit will seek an injunction requiring that all of the nuisance conditions on the property be corrected.

Festival Demonstrates the Cultural Diversity of the Heights
Supervisor Knabe co-hosted the 4th Annual “Taste of The Heights” Festival at Pathfinder Park. The “Taste of The Heights”, which has been established as a featured annual event in Rowland Heights, and showcases fine food from local restaurants to demonstrate the cultural diversity of the Heights.

Schabarum Regional Park Undergoing Major Improvement Projects

Over $2.2 million in renovations and improvements are set to begin at Schabarum Regional County Park in Rowland Heights. This extensive construction at Schabarum includes three distinct projects: renovation of bridges, improvement of horse trails, and the installation new playground equipment.

2006

 

Supported a budget request for Fiscal Year 2006-2007 requesting the Sheriff reallocate departmental savings to pay for overtime patrol services during the summer of 2006 when party and gang calls typically increase within our unincorporated communities.


Carried motion to establish a budgetary reserve to specifically enhance sheriff deputy patrol coverage in County unincorporated communities (pending the Sheriff enhancing recruitment and hiring capabilities).

Rowland Heights Park General Improvement Project – Refurbishment of buildings, parking lots, play areas, picnic areas, playgrounds and walkways.


Carolyn Rosas Park General Improvement Project – Building upgrades to existing, new playground equipment, refurbishments of parking lot, shade structures and walking paths.


Schabarum Regional Park Refurbishment Project – Repaving of parking lot, drainage improvements, add Summer Concerts platform and pathway lighting.


Bill Blevins Park Improvement Project – Add restroom building, drinking fountain and lighting improvements/irrigation and fencing.

Carried motion to add 100 new COPS (Community Oriented Policing) deputies to the Sheriff’s Department to service the County’s 1.1 million unincorporated residents.


Funded Town Sheriff Deputy to be the law enforcement community liaison for the unincorporated County areas of Rowland Heights.
