Friends of the Fourth District:

We as Americans are a unique people. Throughout our history we have consistently risen to meet the challenges and responsibilities of being the most powerful free nation in the world. As we proceed on our mission to disarm Saddam Hussein, and root out terrorists and those who support terrorism, I would like to take a moment to acknowledge the men and women who wear the uniform that defends our right to freedom.

Here at home we have our own fighting force. They wear different uniforms but they have the same objective: Protect America and our way of life. They are the dedicated men and women who serve as first responders in the County of Los Angeles.

They, too, are dedicated patriots. They do a difficult job each and every day. And I believe they do it extraordinarily well. For them, the war doesn't end. It's a day to day responsibility they accept to protect our families. To defend us in this first, newest and most difficult war of the 21st century. And we owe it to them, as well as ourselves, to give them the support they need.

In the aftermath of September 11, we have not only increased security at our airports and ports and other facilities, we have also increased our efforts to prevent terrorism. Several departments within our public safety arsenal have stepped up their efforts, coordinating with federal and state agencies to detect, deter and prevent terrorist attacks. Interagency partnerships have been formed between the investigative units of the District Attorney, Sheriff, FBI, CHP, Secret Service, CIA and Coast Guard. A Terrorism Early Warning Net Assessment Group has been formed to analyze intelligence information and work closely with anti-terrorism operations at all levels of government.

This is only the beginning. As the Department of Homeland Security continues to organize and new opportunities for interagency partnership present themselves, we will continue to make ours the safest county in the nation.
