District:
With the serious situation that has developed at King/Drew Medical
Center, the Board of Supervisors on my motion has assembled a team
to prepare a draft Health Authority Blue Print. The Blue Print will
answer key questions, provide a milestone-level action plan, and
outline a timeline and budget to assess the possibility of
establishing a health authority to run our county hospitals.
Although, I have not decided if I support a health authority, the
time has come for the Board to seriously review the concept and take
it under consideration. I’m not interested in creating another level
of bureaucracy. I’m interested in finding the best possible, and
most efficient way, to run the County’s hospital system and provide
the County's 10 million residents with the best possible medical
services.
The creation of the Blue Print should come to the Board for review
within 90 days at which point a decision can be made. The creation
of a Health Authority will require State legislative action.
However, given the fundamental change this would make in County
government, County voters may be given the opportunity to voice
their opinions through a non-binding ballot resolution on whether
the approved Blue Print should be implemented.
