Supervisor Knabe Responds to Boeing C-17 Announcement

Los Angeles County Supervisor Don Knabe issued the following statement today in response to announcement by the Boeing Company on the future of the C-17 program:

While I am disappointed by today’s announcement, I also know we are far from the end of the fight to save the C-17. Boeing must give its suppliers 34-36 months advance notification if it intends to end contracts and shutdown production of the C-17. I consider today’s announcement simply one initial step in what might potentially lead to a shutdown. 36 months is a long time and many things could happen in that time to reverse the fate of the program. The C-17 has already proven that it is essential not only to the military, but also to homeland security and disaster response. Obviously the nation does not have the supply of C-17’s that it truly needs, otherwise, the C-17 would not be operating at 186-percent capacity, as it is right now.

Besides the huge potential hit the economy would take from the loss of 6,500 jobs at the Boeing plant in Long Beach, shutting down the C-17 could prove a costly error for National Security. Mistakes have been made in the past from shutting down aircraft production lines and we must make sure we do not make the same mistake again. Shuttering the C-17 plant means the United States would lose its last defense cargo aircraft production facility.

It is now up Congress and the Department of Defense to provide funding for what the nation already knows: we need this plane. It is critical for the future of this program to continue with a commitment of additional anticipated funding. It is my hope that President Bush will step in to make that commitment a reality.

Courthouse Fees Waived for Norwalk’s Family Intervention Programs

Supervisor Don Knabe today announced that the Board of Supervisors waived the court fees for a hearing room at the Southeast Norwalk Superior Court for the City of Norwalk’s Family Intervention Program.

The Family Intervention Team is a service provided by the City of Norwalk that offers families, schools, and youth with needed guidance and intervention to address the juvenile’s harmful behavior. During the hearings, the youth is given firm consequences for their continued adverse behavior and the intervention is continued through school visits, home visits, and more hearings as needed.

The City of Norwalk is providing a valuable service for these children and the program has great results said Knabe. Holding these hearings in the courthouse has a very strong impact on the minors and their parents because it shows them the seriousness of their behavior.

These hearings are scheduled to take place every Thursday from 1:00pm to 4:00pm in Hearing Room 104-D at the Southeast Norwalk Superior Court beginning on June 30, 2006 through July 1, 2007.

Cerritos Regional Park to Receive Renovation Overhaul

The Los Angeles County Board of Supervisors has approved a contract that will provide significant improvements and renovations at Cerritos Regional Park, Supervisor Don Knabe announced today.

The project which is scheduled to begin on July 24, 2006, has been split into two phases. Phase I will include the following major refurbishments: renovation of 35 acres of turf, cobblestone treatment on two deteriorated slopes, waterproofing of selected exterior gymnasium walls, creation of new parking, installation of new park lighting, and the relocation of trees. Phase II includes the construction of an ADA accessible restroom, additional park lighting, and other park improvements.

The Los Angeles County Department of Public Works will oversee the project which has a total budget of $12,077,000. Public Works will be working with Los Angeles Engineering, Inc., the firm that was awarded the construction contract, to carry out the project, and the department’s estimated date of completion is June 18, 2007.

This project is about making a reinvestment in our community, said Supervisor Knabe. These park improvements will not only increase the quality of life for the residents of Cerritos, but also the residents of the surrounding communities that utilize this park.

The project will be phased to limit the impact on park use, and the park will remain open during construction. Although park space will be reduced, current County services and projects at the park will not be negatively impacted.

26 Arts Groups from the Fourth District to Receive Grants from the Arts Commission

Supervisor Don Knabe is pleased to announce grants to 26 arts organizations from the 4th District. The Los Angeles County Arts Commission Organizational Grant Program (OGP) grants were awarded competitively and reviewed and scored by panels.

The grants for the 4th District are part of awards totaling $4,518,000 to over 250 nonprofit arts organizations countywide for the fiscal year 2006-07 to create visual and performing arts projects, strengthen infrastructure, and provide access to the arts for children and adults. The total allocation doubled the $2,259,000 from 2005-06. This appropriation makes the Los Angeles County Arts Commission the largest public funder of the arts in Los Angeles County.

Our entire community will benefit from this increase, but I am particularly pleased with the impact it will have on young people, said Supervisor Knabe. From my youth, the arts have been a personal passion of mine. Children with opportunities in the arts have a lifelong benefit.

Dr. Larry Gasco Appointed to the Los Angeles County Health Commission

Supervisor Don Knabe today announced that the Board of Supervisors unanimously approved his appointment of Palos Verdes Estates resident Dr. Larry Gasco to the Los Angeles County Mental Health Commission.

Dr. Gasco is a recently retired social worker who received his Ph.D. in Social Work from the University of California, Los Angeles. During his 37 year tenure with the County he worked as a licensed clinical social worker for the Departments of Pubic Social Services, Health Services and Mental Health. He is also a member of the National Association of Social Workers, and he serves as the Chair of the Latino Constituent Committee to the State Department of Alcohol and Drug Program.

Dr. Gasco’s decades of experience and knowledge will be invaluable to this important commission, said Supervisor Knabe. We are very lucky to have him.

Newborn Safely Surrendered at Pomona Hospital

A newborn girl has just become the 45 th baby handed over under the Safe Surrender Program, Los Angeles County Supervisor Don Knabe announced this morning.

The baby girl was safely surrendered yesterday at Pomona Valley Medical Center. This incident is the ninth Safe Surrender in Los Angeles County in 2006 and the 45 th since the program began in 2001.

The Safe Surrender Program in Los Angeles County was initiated by Supervisor Knabe and approved unanimously by the Board of Supervisors in June of 2002. It allows someone to surrender an infant that is no more than three days old, as long as the infant shows no signs of abuse.

This case could have ended in tragedy, but because of the Safe Surrender program, this baby girl has a long life ahead of her, said Supervisor Knabe. I am happy this mother made the right choice for her baby.

As is standard practice, the newborn girl will be immediately placed in protective custody by the Department of Children and Family Services and placed with a foster adoptive family.

Young Anglers Get Ready for Fishing Derby at Cerritos Regional County Park

Nearly 1,000 children will be angling for a prize catch at the 2006 Cerritos Kids Fishing Derby at Cerritos Regional Park on Saturday, June 3. The annual event is sponsored by Los Angeles County Supervisor Don Knabe, along with the City of Cerritos, the Los Angeles County Department of Parks and Recreation and the Cerritos Rod and Gun Club.

This fishing derby is always a fantastic event that children and families look forward to every year, said Supervisor Knabe. Even if a child has never fished before, there will be volunteers on-hand to show them the art of fishing.

The event begins at 7:00 a.m. with a free pancake breakfast, followed by the fishing derby from 8:00 a.m. – 11:00 a.m. Children can participate in free fishing and angler safety lessons. Each child will also receive a free t-shirt and be eligible to compete for prizes in other categories.

Approximately 1,000 children attend the fishing derby annually, including nearly 200 foster children and over 100 children being transported in from parks throughout Supervisor Knabe’s District.

Harbor Boulevard Wildlife Underpass Completed in La Habra Heights

Supervisor Don Knabe announced today that the Harbor Boulevard Wildlife Underpass in the La Habra Heights is now complete. Supervisor Knabe will participate in a dedication ceremony and press conference at the site on Thursday, June 1st at 11:00 a.m.

Harbor Boulevard is a major thoroughfare that connects Orange and Los Angeles Counties. Because of the high volume of vehicle traffic, it was necessary to provide a crossing that could both protect the wildlife while not inhibiting the traffic flow.

Construction began in September 2005, and consists of an 18 foot high by 20 foot wide tunnel that is approximately 160 feet long built directly underneath Harbor Boulevard. The project was a collaboration of Supervisor Don Knabe, the Habitat Authority and the Los Angeles County Department of Public Works.

This underpass will make crossing Harbor Boulevard safer for not only our local wildlife, but for motorists as well, said Supervisor Knabe. We are honored to have been a part of the team bringing this solution to this wildlife corridor, and we are looking forward to the long-term benefits for both local residents and for wildlife in the area.

Members of media are welcome to attend this event. The underpass is located on the Westside of Harbor Boulevard, North of Fullerton Road; there will be no parking on the Eastside of Harbor Boulevard. Sheriffs and Rangers will be on hand to guide traffic.

Baby Girl is 44th Safely Surrendered Newborn

The number of newborns safely surrendered in Los Angeles County in 2006 grew again today. Supervisor Don Knabe, who led the formation of the Safe Surrender Program, announced today that a baby girl was handed over early this morning at Women’s and Children’s Hospital near downtown Los Angeles.

The newborn girl was healthy at the time of her surrender and will be placed with an adoptive family by the Department of Children and Family Services. This morning’s Safe Surrender is the 8th in 2006 and the 44th since the program began in Los Angeles County.

I am thrilled this mother made the right choice for this baby girl, but the media also deserves much of the credit for the success of Safe Surrender, said Supervisor Knabe. Without the ongoing commitment of our local media to talk about Safe Surrender and to tell mothers they have a confidential solution that gives these newborns a chance at life, this program would not be nearly as successful as it is.

Safe Surrender allows someone to surrender an infant at hospitals or any fire station in Los Angeles County up to three days after the baby’s birth, as long as the baby shows no signs of abuse. Supervisor Don Knabe championed the formation of the County’s Safe Surrender Program.

Today’s surrender is the third in the last two weeks. A newborn girl was surrendered to paramedics in Compton on May 5 and a baby boy was surrendered at a West Covina Hospital on May 12.

Opera and Children Get Together at Area Libraries

Supervisor Don Knabe today announced that Opera Tales will be coming to Fourth District County Libraries. Opera Tales is a new LA Opera program that introduces children and families to the world of opera. Supervisor Knabe established a partnership between the LA Opera and the County of Los Angeles Public Library, and provided funding to bring Opera Tales to the area.

Actress Doris Roberts will take on the role of storyteller, reading the dramatic opera stories. Four singers from the LA Opera will join them, singing various arias and acting out scenes from the stories. The 45-minute program not only showcases the key elements of opera, it also celebrates the 250th anniversary of Mozart’s birth. The program’s stories and music are from the works of Mozart.
